Looking at today's webcam ( 4/21/23 @ 1340hr) I see an oil slick and a containment buoy deployed on the R. Islander Beach? What happened?

we have week 36 at royal sands would like to bank it so i could have 2 villas next year for week 36 is there any way to do it to guarantee week 36
